They argue that two years imprison is not enough for online pirates to stop pirating and this law also outdated.
The proposed measures will target the distributors of stolen content, The distributors which make copies of movies before they are released and they upload it and which result in thousands of copies are downloaded.
Police has explained that this law Is not for those who download occasionally.
The consultation phase will likely turn heated.
Internet rights group will also raise their voice and highlight the influence of Hollywood and music industry on Police. Because people from the industry who receives financial support from the studio and record label provide funds to their staff to work in police stations. There only objective to investigate the crime of copyright.
Intellectual Property Minister Baroness Neville-Rolfe says that in Government view the copyright crime is very serious. Because of copyright violation economy suffers whether its online or offline. In British Economy creative industry contributes more than 7 Billion Ponds. Therefore it has to be protected from crimes.

Detective Chief Inspector Peter Ratcliffe, head of the Police Intellectual Property Crime Unit, said: "Online or offline, intellectual property theft is a crime.
"With advances in technology and the popularity of the internet, more and more criminals are turning to online criminality and so it is imperative that our prosecution system reflects our moves to a more digital world."
The consultation follows calls from the creative industries for more action over copyright offenses.
